The Washington Independent's Congress reporter Mike Lillis writes an important update today on the ongoing battle over SCHIP.  A new report released by the non-partisan Government Accountability Office questions the legality of how the White House implemented rules that prevent states from enrolling new children until a high percentage of the poorest children are signed up first. The Bush administration forged ahead with the guidelines without Congress' consent. Enjoy.
